In the plugin_customization.ini add:
com.ibm.collaboration.realtime.chatwindow/showemoticons=false

If you want to disable the use of emoticons from the client, modify the updatesite\site.xml file by commenting the com.ibm.collaboration.realtime.palettes.feature lines. Nelow is a snippet of how that looks.
